How the 2-year rule works

When you pass, you get a letter at the test centre with a pass certificate number. You need this number when you book your practical driving test and when you take it. The number lasts for 2 years. If those 2 years pass before you've passed your practical test, the certificate expires and you have to book, pay for and pass the whole theory test again.

Failing a practical test doesn't reset the clock. You can take as many practical tests as you need within the 2 years, but they all have to happen before the expiry date.

Motorcyclists

The motorcycle test has two modules: an off-road module and an on-road module. GOV.UK says you need to pass both modules within the 2 years. It's the full practical test that has to be done in time, not just the first module.

Lorry and bus drivers

The Driver CPC part 1 theory test is booked as two separate tests: part 1a (100 multiple-choice questions) and part 1b (hazard perception). You can take them in either order, but you must pass both within 2 years of each other. GOV.UK says your theory test certificate is valid for 2 years from when you passed the first part.

Driving instructors

For ADI part 1, the pass certificate number lasts 2 years. You must qualify as an ADI in that time, otherwise you'll have to start the application process again.

Tip: Write your theory test pass date and its expiry date in your phone calendar the day you pass, with a reminder a few months before.

What if my theory test is about to expire?

GOV.UK is clear: if you don't pass your practical test within 2 years, you have to pass the theory test again. There's no option on GOV.UK to extend a certificate. If your expiry date is getting close:

  • Check the date on your pass letter.
  • Look for earlier practical test dates. You can change your driving test appointment on GOV.UK.
  • Keep your practical test before the expiry date. If you pass the theory test again, you'll get a new certificate number and a fresh 2 years.

What if it has already expired?

You'll need to book and pass the theory test again, including hazard perception. It costs £23 for cars and motorcycles. The good news is that you'll have been driving for a while, which makes hazard perception easier. But don't assume you'll remember every rule. The Highway Code was last updated on 22 October 2025, so refresh your knowledge:

When you're ready, rebook on GOV.UK. See how to book your theory test.

Plan your learning around the 2 years

Because the clock starts the day you pass, it helps to time your theory test sensibly:

  • Take it early in your learning so you understand the rules while you're having lessons. You can't book a practical test without a theory pass.
  • But don't let it drift. Two years sounds like a long time, but waiting times for practical tests and gaps in lessons can eat into it.
  • Keep revising after you pass. Theory knowledge feeds straight into your practical test, from road signs to show me tell me questions.

Northern Ireland

Theory tests in Northern Ireland are run by the DVA, not DVSA. See our Northern Ireland theory test guide and check nidirect for the rules there.
